The city’s election to prosecute a civil or criminal action to enforce the provisions of this chapter does not limit or restrict the city’s ability to bring against the defendant any other action authorized by law. The city shall not be allowed to bring simultaneous judicial and administrative actions or to bring a separate action for the same violation if the defendant has prevailed in a judicial or administrative proceeding.
