(A) The city reserves the right to install or oversize any sanitary sewer line extension.

(B) A developer causing an extension of sanitary sewer lines shall pay in full for the rights-of-way, construction and installation of the lines, pipes, mains, and all other expenses necessary for the extension; and upon acceptance of the improvements by the city, the developer shall relinquish his entire interest in the improvements, the rights-of-way and all claims to any future reimbursement by reason of the city’s providing future service to others from the line; provided, that if the city chooses to intervene under Section 12.10.300, the city may agree to give a developer credits against special sanitary sewer line fees where a developer extends lines a substantial distance outside his development.
