At such time as a public sewer becomes available to a property served by a private sewage disposal system, a direct connection shall be made to the public sewer in accordance with the provisions of this chapter within one (1) year. Any septic tanks, cesspools, and similar private sewage disposal facilities shall be abandoned and filled with suitable material. The city shall notify all owners by sending notice either by certified mail, return receipt requested, to the last known address of the record property owner or by hand-delivering the notice to the last known address of the record property owner.
