(A) It is unlawful for any person to deposit, or cause to be deposited, any refuse in any container that he does not control or is not entitled to use as a tenant.

(B) The consumer shall keep clean the area where his container is set out for pickup and also where the city container is located for his use. The consumer shall keep his refuse from scattering from the pickup point to other premises and the public right-of-way. (Ord. No. 2008-11, § 9, 8-19-08. 1976 Code § 9-2-4)
