No owner, tenant, lessee, occupant or other person in possession of any building within the city shall avoid or refuse to accept the garbage and trash disposal service provided for in this chapter. Avoidance or refusal of service shall not exempt such person from the payment of the charges for such service. (1976 Code § 9-1-6)
