All proceedings of the council shall be open to the public, except that the council may meet in closed executive session subject to the provisions of A.R.S. § 38-431 et seq. Notice shall be provided to the public in accordance with state law with a minimum of at least twenty-four (24) hours’ notice except for emergencies or meetings that have been recessed. A statement will be posted on the website where all notices of public meetings will be posted, including the physical and electronic locations.
