All subdivision and/or land development proposals, site plan applications, lines and grades plans, or any change of use, alteration or expansion of an existing use, new development, or expansion of floor space of existing uses and changes in use within the Water Resource Protection Area District shall be reviewed by the planning and zoning department, with the advice of the public works department for the City of Show Low, and shall conform to the provisions of this section and other applicable ordinances of the city, as well as state and federal regulations as applicable.
