(A) Prohibited Dumping. The use of land for the dumping or disposal of scrap iron, junk, garbage, rubbish, refuse, slag, petroleum products or industrial wastes or by-products and any other solid waste shall be prohibited in every district except as otherwise provided in this title. Disposal of household ashes shall be carried out in a manner so as not to constitute a hazard or nuisance. Ashes shall not be dumped on any public property or right-of-way.

(B) Conditional Use Permit Required. No site work which is governed by the International Building Code as adopted by the City of Show Low may be performed on any property without a conditional use permit unless a plan of development has been approved pursuant to other applicable ordinances and regulations of the city. No clearing or grubbing of a land area over five thousand (5,000) square feet may take place without a conditional use permit when no plan of development has been approved. (Ord.
