No permit shall be issued to any person or persons who propose to contract the doing of any work regulated by this title, unless the person requesting the permit is the holder of a valid, unexpired and unrevoked contractor’s license issued by the state of Arizona or the bona fide owner of the premises upon which the work regulated by this title is to be done.
