Any person applying for a special event permit as required by this chapter shall submit an application along with an application fee, as established by resolution of the city council. This fee may be waived by the city manager or his/her designee for nonprofit organizations only. Any determination made by the city manager or his/her designee regarding waiver of the required fee may be appealed to the city council. (Ord. No. 2003-08, §§ 1, 2, 9-2-03; Ord.
