The city shall have exclusive control of connections to the proposed main sewer line and upon its completion the aforesaid main sewer line shall become and be the property of the city. Except as otherwise herein provided, all provisions of this Code and ordinances or amendments thereto applicable to sewer services, including all charges therefor, shall apply to services in the proposed area.
