Whenever it is deemed necessary by the city to inspect the premises or buildings of any water consumer for the purpose of examining the condition of all pipes, motors, meters and fixtures, or the manner in which such facilities are used, the city shall seek consent to enter the premises and provide proper credentials and identification. If consent to enter is denied, then the city shall seek a warrant, unless a public safety emergency justifies warrantless entry.
