(A) No new, enlarged or reduced connection for any premises shall be made to city water mains or to its system, without written application therefor, signed by the consumer, upon application forms furnished by the city, being submitted to the city building department. The applicant shall pay all applicable fees, including development fees.

(B) No service shall be commenced without written application therefor, signed by the consumer, upon application forms furnished by the city, being submitted to the city finance department, and without payment of all applicable fees and deposits.
