All ordinances shall have at least one (1) reading. This reading may be by title only if the city council, in possession of printed copies of said ordinance, by majority vote allows reading by title only. (Ord. No. 2003-15, §§ 1, 2, 11-4-03. 1976 Code § 2-5-3)
