(A) The purpose of this chapter is to establish the minimum acceptable standards for improvement of public streets and utilities, to define the responsibility of the developer in the planning, constructing, and financing of public improvements and to establish procedures for review and approval of engineering plans.

(B) All improvements required in streets or easements which are required as a condition to plat approval shall be the responsibility of the developer. The developer may be allowed to meet the requirements by participation in an improvement district approved by the city.

(C) Any developer failing to comply with the following minimum acceptable standards shall be punished as provided in Section 17.30.030. (Ord. No. 2008-12, §§ 1, 2, 9-16-08; Ord. No. 2019-02, § 1, 2-5-19. 1976 Code § 12-4(a))
