Every ordinance passed by the council shall, before it becomes effective, be signed by the mayor, attested by the city clerk and approved as to form by the city attorney, unless it is an emergency ordinance which was approved by the council over the mayor’s veto (dissenting vote), in which case it shall not become effective until thirty (30) days after final approval and until certification by the clerk of the city of the minutes of the meeting at which the action was taken.
